abstract A light-weight FRP panel having fire resistance is provided. An FRP panel having a skin layer made of fiber reinforced plastic and a core portion, the skin layer contains inorganic fibers, reaches the surface from the back surface of the FRP panel through the side surface, and further has another side surface from the surface. An FRP panel with non-combustible fibers that reach the back side. Furthermore, it is preferable that the inorganic fiber is a carbon fiber, the incombustible fiber forms a fiber sheet, and the incombustible fiber is a glass fiber. Moreover, it is preferable that a skin layer exists in at least 4 surfaces of the surface of a FRP panel, a back surface, and 2 corresponding surfaces, and a core part is an organic resin foam. The manufacturing method is a method for manufacturing an FRP panel comprising a skin layer containing inorganic fibers and a core, wherein the skin layer is formed by a pultrusion method, and the non-combustible fibers are formed from the back surface of the FRP panel. Through the surface, and further on the skin layer from the surface through another side surface to the back surface.
