[PROBLEMS] To secure maintainability and enhance heat dissipation of a light emitting element. A substrate provided with a light emitting element that emits light having a peak wavelength of 180 nm or more and 450 nm or less, a first surface provided in contact with the substrate, and an outside air positioned on the opposite side of the first surface.
