A method for producing a solidified material 100 for solidifying and improving soil includes a mixing step of mixing a raw material slag 3 which is granular steelmaking slag and a raw material gypsum 4 which is granular dihydrate gypsum to form a mixture 6; , A pulverizing step of pulverizing the mixture 6 to produce a pulverized product 7, and an adding step of adding and mixing the powder of cement 8 to the pulverized product 7. The solidifying material 100 has a composition in which the raw material slag 3 is 30 to 60% by mass, the raw material gypsum 4 is 10 to 40% by mass, and the cement 8 is 5 to 30% by mass.
