abstract A light emitting device including a wavelength control unit that can obtain high color rendering properties and has high light resistance, and an illumination device using the light emitting device. A light-emitting device includes an LED light source and a plurality of types of LEDs having a wavelength control unit (4A, 4B, 4C) containing a pigment that controls the wavelength of light emitted from the LED light source. Modules 2A, 2B and 2C are provided. The concentration of the dye 42 contained in the wavelength controller 4 is different for each type of the LED modules 2A, 2B, and 2C, and the plurality of types of LED modules 2A, 2B, and 2C have an average when the average concentration of the dye 42 is c. The LED module 2A having the wavelength control unit 4A containing the pigment 42 at a concentration equal to or higher than the concentration c is included. According to this configuration, since the wavelength control unit 4A contains the dye 42 at a high concentration, it is possible to suppress a decrease in the wavelength control function of the dye 42 as a whole, and the wavelength control units 4A, 4B, and 4C.
