PROBLEM TO BE SOLVED: To provide a highly filled nickel hydroxide particle powder and a method for producing the same. The present invention also relates to a highly-fillable lithium nickel oxide positive electrode active material particle powder, a method for producing the same, and a non-aqueous electrolyte secondary battery having high energy density and excellent thermal stability. SOLUTION: The BET specific surface area is 0.5 to 8.0 m2 / g, the crystallite size in the direction perpendicular to the (00l) plane is 20 to 100 nm, and the crystallite size in the direction parallel to the (00l) plane is 40 to 300 nm. Nickel hydroxide particle powder characterized by having a primary particle diameter of 2 to 15 μm, a Ni2 + ion amount of 10 mol% or less with respect to the total nickel amount, and a BET specific surface area of 0.05 to 0.35 m 2 / g.
