A transmitter that outputs to a second optical signal transmitter, generates a parallel signal based on the remaining client signal that has been output, and the parallel signal in which the client signal is set does not cause a failure of the first optical signal transmitter Output to. The framer of the second optical signal transmission unit generates a parallel signal based on the client signal received from the first optical signal transmission unit, and outputs the generated parallel signal to the switching destination transmitter.
