abstract [Objective] The first and second unitary matrix generators can be configured with a minimum number of polarization rotation elements, and only wavelength-dependent PDL is generated in a programmable manner without generating PMD. A spectral spectrometer 101, a first unitary matrix generator 103, a PDL generator 104, a second unitary matrix generator 105, and a spectrum multiplexer 107 are arranged in this order.
