A stabilized surfactant-based separation membrane and a method and apparatus for manufacturing the same are provided. In order to bind the stabilized surfactant mesostructure to the surface of the porous support, it is selected from the group consisting of silanes, organics, inorganics, metals, metal oxides, alkylsilanes, calcium and silica. After the support surface is modified by oxidizing, melting and re-solidifying the material, the stabilized surfactant is coated to form a multilayer separation membrane. The produced separation membrane forms a device as a forward osmosis membrane, a reverse osmosis membrane, a pressure delayed osmosis membrane, a hollow fiber membrane, a spiral membrane, a tube membrane, etc., and its NaCl draw solution concentration has high permeability.
