The purpose is to reduce the unnecessary disposal of the base material and to improve the low cost, high accuracy, and versatility by performing press forming of complicated shapes collectively. A preform manufacturing method for shaping a reinforcing fiber base using a molding die, wherein a positioning member is arranged in advance at a predetermined position of the reinforcing fiber base and is provided in the molding die. A pre-shaped step for aligning the positioning member with the position guide formed, and a shaping step for pressing the pre-shaped reinforcing fiber base with the molding die.
