The present invention relates to a viscous hydrogel cosmetic composition, and 0.1 to 1% by weight of sodium polyacrylate having a Na substitution degree of 50% or more as a hydrophilic polymer according to the present invention. The viscous hydrogel cosmetic composition contains excellent adhesiveness when applied to the skin by forming a hydrogel that is rich in viscous mucus while being excellent in dosage form stability.
