To provide a flame retardant composition capable of imparting bleed resistance and excellent flame retardancy. SOLUTION: 20-50 parts by mass of (poly) phosphate compound (A) and 50-80 parts by mass of general (poly) phosphate compound (B) (provided that component (A) and component (B) The total is 100 parts by mass), and a flame retardant composition for a synthetic resin containing 0.1 to 15 parts by mass of a layered silicate into which an organic quaternary ammonium cation has been introduced.
