Disclosed is a polymer actuator that is excellent in flexibility and expansion ratio, can be driven even in a low electric field, and has low bleed-out property. A polymer actuator (1) is composed of a polyurethane elastomer (3) formed from a polyurethane elastomer composition containing a polyisocyanate component, an active hydrogen component and a catalyst, and the polyurethane elastomer composition contains 1 in the molecule.
