abstract A heat insulating structure for a concrete wall and a method for constructing the concrete wall having the heat insulating board capable of preventing moisture containing an alkaline component from contacting or adhering to an end face of the heat insulating board having a phenol resin foam. This is the issue. SOLUTION: A heat insulating board 2 provided with a phenol resin foam and a reinforcing sheet adhered to both plate surfaces of the phenol resin foam, and a concrete wall 3 formed on one plate surface 2b side of the heat insulating board 2. At least one of the end face 2a of the heat insulation board 2 and the joint portion 9 and the gap 12 formed by abutting or bonding one heat insulation board 2 and another face material 2 to each other. The seepage prevention tape 4 is adhered, and the seepage prevention tape 4 has a waterproof layer and an aluminum hydroxide layer containing aluminum hydroxide, and this aluminum hydroxide layer is brought into contact with the concrete wall.
