A method for producing HFO-1234yf, comprising the following first reaction step and second reaction step. (1) In the absence of a catalyst, at least one chlorine-containing compound selected from chloropropene represented by the formula: CZ 2 = CClCH 2 Cl (each Z is the same or different, Cl or F) and fluorine A first reaction step in which hydrogen fluoride reacts in a gas phase with heating; (2) in the presence of a fluorination catalyst, the reaction product obtained in the first reaction step and hydrogen fluoride are heated.
