A light-emitting element mounting component and a light-emitting device in which a protective element is mounted on a lower surface with improved heat dissipation. A light-emitting element mounting component includes an insulating substrate, a wiring formed on the upper surface of the insulating substrate, and an electrode formed on the lower surface of the insulating substrate. The electrode 13 has a first portion 131 on which the protection element 3 is mounted and a second portion 132 connected to the external circuit board 4, and the thickness of the second portion 132 is the first.
