abstract | A developing device capable of suppressing the occurrence of image defects due to insufficient charging of a developer reaching a developing region, and an image forming apparatus and a process cartridge including the developing device are provided. A developing roller that carries and rotates toner T, supplies toner T charged to a latent image on a photoconductor 2 in a developing area α, and develops the toner T, and supplies the toner T to the surface of the developing roller 42. A supply roller 44 that contacts the surface of the developing roller 42 to which the toner T is supplied from the supply roller 44, and a doctor blade 45 that regulates the amount of toner T toward the developing region α. In the developing device 4 having a concavo-convex shape, the voltage applied to the developing roller 42 by the developing bias power supply 142 is a negative polarity side voltage than the voltage applied to the supplying roller 44 by the supply bias power supply 144, and the convex portion 42a.
