abstract | A mechanism for appropriately determining which RAT should be a connection destination when switching a connection from a wireless terminal between RATs is realized. A feature of traffic received on a first RAT is identified, and the traffic is received using a security function, a QoS function, or a throughput supported by a second RAT based on the identified feature. The presence / absence of necessity is determined, and if necessary, the wireless terminal is instructed to switch the connection to the second RAT.
