The present invention provides an oil-in-water emulsion composition that is stable against oil, excellent in salt resistance, can reduce the amount of preservatives, and can produce a rich and creamy feeling. The oil-in-water emulsion composition comprises 0.01 to 20% by mass of component (A), 0.001 to 5% by mass of component (B), 1 to 60% by mass of component (C) and component (D).
