abstract [PROBLEMS] To easily produce a cement-based hardener equivalent to a cement-based hardener using seawater or sea sand even in a place where it is difficult to obtain seawater or sea sand. The mixing water for a cement-based hardener according to the present invention is used for mixing constituent materials including cement and aggregate to produce a cement-based hardener such as mortar and concrete. . The chloride ion concentration and the sulfate ion concentration are increased to seawater equivalent concentrations.
