A planar heating element according to the present invention has a heating layer. The heat generating layer includes a resin and a conductive filler. The rate of change in resistance in one direction of the surface of the planar heating element is 2% or less. Such a planar heating element can be obtained by solidifying the heating layer while allowing electric charge to flow in the energizing direction when the heating layer is formed.
