In many polymer electrolyte fuel cells, a catalyst in which platinum is supported on a carbon-based material is used as a catalyst for promoting a reaction in a positive electrode or a negative electrode. However, since platinum is rare and expensive, it provides a loading method that can more effectively utilize platinum and a method for improving the catalytic activity of platinum in order to reduce the amount of platinum used. A catalyst according to an embodiment of the present invention includes a carbon-based material 11 doped with nitrogen atoms, phosphorus atoms, or boron atoms, and particulate platinum 12 supported on the carbon-based material.
