abstract The present invention provides a sliding member whose sliding surface is made of a fluororesin, and that is less likely to have high frictional torque even when it is changed from a lubricating oil to a water-based lubricant, and to produce seizure, and a method for manufacturing the same. The entire sliding member is integrally formed of fluororesin and the sliding surface with the sliding member is made hydrophilic. The manufacturing method includes a step of hydrophilizing the sliding surface 2 of the sliding member 1 by exposing it to water plasma 7 generated using Ar gas and vaporized water as raw materials.
