abstract A toner carrier having a large number of concave portions formed on an outer peripheral surface thereof is used to prevent adhesion of a causative substance to a layer thickness regulating member while suppressing an excessive conveyance amount. A developing device having a regulating member 43 that faces or contacts a toner carrier 42 and regulates the thickness of a toner layer on the toner carrier 42, wherein the toner has a weight average particle size upper limit of 8.0 μm. The toner carrier 42 has a plurality of recesses on the surface, a surface roughness Ra of 1.0 to 2.0 μm, a specific surface area of 2.0 to 4.0, and a recess cross-sectional space.
