Provided is a method of manufacturing an LED device that can efficiently extract light over a long period of time with little deterioration of a reflective layer for reflecting light emitted from an LED element. A substrate, an LED element mounted on the substrate, a wavelength conversion layer covering the LED element, and a reflective layer formed on the substrate and outside a peripheral portion of a mounting region of the LED element. A mounting step of mounting the LED element on the substrate, and a reflective layer forming composition containing light diffusing particles, an organosilicon compound, and a solvent on the substrate.
