A primer for improving adhesion between a substrate on which an optical semiconductor element is mounted and a cured product of an addition reaction curable silicone composition for sealing the optical semiconductor element and preventing corrosion of a metal electrode on the substrate. Provided is a primer composition capable of improving the heat resistance and flexibility. A primer composition for adhering a substrate on which an optical semiconductor element is mounted and a cured product of an addition reaction curable silicone composition that seals the optical semiconductor element, (A) one primer per molecule A silazane compound or polysilazane compound having the above silazane bond, (B) an acrylic resin containing one or both of an acrylate ester or a methacrylate ester containing one or more SiH groups in one molecule, (C) A primer composition containing a solvent.
