[PROBLEMS] To provide an anti-inflammatory analgesic external medicine satisfying all of percutaneous absorption, quick-drying, and refreshing feeling as well as anti-inflammatory analgesic effect and stable in properties over a long period of time. An anti-inflammatory analgesic external drug containing 0.5 to 1.5% by weight of diclofenac or a salt thereof, 1 to 6% by weight of menthol, a lower alcohol, and water, or diclofenac or a salt thereof from 0.5 to 1. An anti-inflammatory analgesic external preparation containing 5% by weight, 1 to 6% by weight of menthol, 40 to 45% by weight of a lower alcohol, and 47 to 58% by weight of water and having a pH of 5.5 to 6.5.
