Disclosed is a surface-coated powder using a novel cationic (meth) acryl silicone graft copolymer having good dispersibility in an aqueous solvent. The powder is surface-coated with a cationic (meth) acryl silicone graft copolymer obtained by reacting the following radically polymerizable monomers (a), (b), (c) and (d): body. (A) A radically polymerizable compound represented by the following general formula (I). (B) A radically polymerizable compound having quaternary ammonium. (C) A radically polymerizable compound of (meth) allyllic acid or an alkyl ester of (meth) allyllic acid.
