abstract A voltage equalizing apparatus for shortening a balance time of a balance circuit using an active method is provided. An active first balance circuit 404-406 for equalizing voltages of a plurality of battery cells forming battery blocks 401-403 and a voltage of battery blocks 401-403 forming an assembled battery are equalized. And an active second balance circuit 407. And when equalizing the voltage of all the battery cells which form an assembled battery, a voltage equalization apparatus carries out balanced operation of the 1st balance circuits 404-406 and the 2nd balance circuit 407 simultaneously.
