abstract | [PROBLEMS] To be used suitably for massage creams, cleansing creams, and the like, and even when used with wet skin, the preparation does not turn into water and has a suitable thickness and excellent use feeling. Provided is an oil-in-water emulsified cream composition that is excellent in ease of spreading, has no stickiness, and can be easily washed away with water. SOLUTION: The inner phase is 50 to 80% by mass, the outer phase is 20 to 50% by mass, and the polysaccharide thickener is blended in the outer phase in an amount of 0.03 to 0.5% by mass with respect to the total amount of the cream composition. An oil-in-water emulsified cream composition characterized by containing the water-soluble solvent in a water-soluble solvent to which an ethylene oxide-added hydrophilic nonionic surfactant is added. The oil-in-water emulsified cream composition described above, which is produced by a production method including a step of adding water at a blending ratio of 1 to 30% by mass, and then adding and mixing oil.
