abstract Provided is a developing member having a surface layer capable of achieving both good toner chargeability and low surface friction. A developing member R incorporated in an electrophotographic image forming apparatus has a surface layer 1. The surface layer 1 contains a surface-modified polymer composed of a polymer having an amino group and a silicone group in the molecule in the matrix polymer. The surface-modified polymer can include a first polymer unit based on a first compound having an amino group in the molecule and a second polymer unit based on a second compound having a silicone group in the molecule.
