abstract | In an EV mode in which the average value of the discharge current of a secondary battery can deviate greatly from zero in a fairly long time scale, if the open-circuit voltage is estimated based on the closed-circuit voltage, the estimation accuracy decreases. A battery cell includes a power source having an open-circuit voltage OCV, a resistor having a resistance value Rs, and a parallel connection body of a capacitor having a resistance value Rk (k = 1, 2, 3) and a capacitance Ck.
