abstract | A tire tread capable of reducing rolling resistance without impairing tire performance such as wear resistance and steering stability (grip performance) on a wet road surface is manufactured without requiring preliminary adhesion. A tread that can be manufactured, a tread manufactured by the method, and a pneumatic tire including the tread are provided. A tread manufacturing method according to the present invention is a tread manufacturing method for manufacturing a tread having a base portion and a cap portion formed on the base portion, and a groove portion provided in the tread. The outermost layer constituting the groove wall and the groove bottom of the cap portion is formed of rubber having an elastic modulus of 1.3 times or more of the elastic modulus of rubber in a portion other than the outermost layer of the cap portion, and the tread has a flat shape.
