It is composed of a composite metal oxide comprising one or more elements A, one element B selected from the group consisting of Ti, Zr, W, Nb, Hf, Sn, and Si and oxygen O as constituent elements. A first step of treating the oxide particles of element B with a silane coupling agent; and a second step of reacting the product obtained in the first step with the hydroxide of element A.
