A technique for forming a foil image excellent in adhesive strength, fine line reproducibility, and fixing uniformity is provided. The same toner image as the foil image to be formed is formed on the substrate P with clear toner by electrophotography, and the substrate P is formed by combining the clear toner image of the substrate P and the adhesive layer of the foil sheet 80. And the foil sheet 80 are superposed, heated and pressed in this state, then cooled, and the foil sheet 80 is peeled off from the substrate P to form a foil image having the same image as the clear toner image on the substrate P. Based on the softening point of the clear toner, the surface temperature of the heating roller 73a at the time of heating and pressing and the temperature of the foil sheet 80 at the time of peeling are controlled within specific ranges, respectively.
