The present invention provides an aqueous paste and a cosmetic that can be blended in a large amount in an oil-in-water cosmetic, have high water resistance during use, and are excellent in usability. An aqueous paste is obtained by continuously forcibly dispersing hydrophobic powder, an amphiphilic compound as a dispersant, and a higher alcohol as a dispersion aid in water continuously. For continuous forced dispersion, a twin-screw extruder is used, and it is preferable to knead the screw at a speed of 150 rpm to 600 rpm. By blending 1 to 95% by mass of this aqueous paste, a smooth and refreshing cosmetic material can be obtained. [Selection figure] None |
