Disclosed are a liquid ejecting head and a liquid ejecting apparatus that have a low environmental load and can obtain a large piezoelectric strain with a relatively small electric field by a novel method. A piezoelectric element comprising: a piezoelectric layer made of a complex oxide having a perovskite structure including at least bismuth, barium, iron and titanium; and electrodes 60 and 80 for applying an electric field to the piezoelectric layer. In the liquid jet head I including 300, the piezoelectric layer 70 is changed from rhombohedral to monoclinic due to tensile stress, and the piezoelectric layer 70 is single by applying an electric field during driving.
