Forming a chain metal oxide particle-containing layer containing particles, a photopolymerizable monomer, and at least one of urethane (meth) acrylate and polymer (meth) acrylate, and photocuring the two layers to form a first hard coat An antistatic hard coat layer 7 composed of the layer 5 and the second hard coat layer 6 is formed.
