abstract PROBLEM TO BE SOLVED: To provide a method for producing an organic isocyanate in a high yield without using phosgene. SOLUTION: A quaternary ammonium cyanate and an alcohol in an aprotic organic solvent in the presence of phosphonium betaine obtained by reacting 2,3-dichloro-5,6-dicyano-p-benzoquinone with a phosphine compound. The manufacturing method of the organic isocyanate characterized by having the process made to react. As the phosphine compound, those in which all hydrogen atoms of phosphorus hydride are substituted with an alkyl group having 1 to 10 carbon atoms, an aryl group having 6 to 10 carbon atoms and / or an aralkyl group having 7 to 10 carbon atoms are preferable.
