A temperature- and pH-sensitive block copolymer having excellent gel strength, a method for producing the same, and a drug carrier using the same. SOLUTION: (a) A polyethylene series compound alone (A) or a copolymer (B) with a biodegradable polyester polymer, and (b) the polyethylene series compound alone (A) or a copolymer (B). Hydrogel which is a multi-block copolymer formed by coupling polyurethane series oligomer (C), ionized according to the amphiphilic properties having both hydrophilic and hydrophobic groups which are temperature sensitive and the pH of the surrounding environment Due to the pH-sensitive properties of changing properties, polymeric hydrogel structures can be formed, which can be used as targeted drug mediators due to changes in the body pH.
