And a non-aqueous solvent containing a carbonate having a halogen atom, and the carbonate having the halogen atom has a cyclic carbonate having a halogen atom of 0.001% by mass or more and 10% by mass or less based on the whole non-aqueous solvent. And at least one of the chain carbonates having a halogen atom, containing monofluorophosphate and / or difluorophosphate, and further 0.001% by mass or more and 40% by mass with respect to the whole non-aqueous solvent.
