abstract A carbon fiber resin composite that is a fiber reinforced composite material using a thermoplastic resin as a matrix, is not oriented in a specific direction in the in-plane direction, is isotropic, and has excellent handling properties and formability. A substrate is provided. SOLUTION: A planar body composed of carbon fibers having a fiber length of 5 mm or more and 100 mm or less and a thermoplastic resin, wherein the carbon fibers are welded by a thermoplastic resin, and the porosity is 70% or more and less than 99%. The composite base material in which the abundance of the thermoplastic resin is 3 to 1000 parts by weight with respect to 100 parts by weight of the carbon fiber. [Selection figure] None
