An object of the present invention is to prepare a water-based fine emulsion composition in which a poorly soluble ultraviolet absorber can be blended stably and easily into a cosmetic without crystallization. In order to achieve the above object, one or more surfactants are used when an oil component (liquid ultraviolet absorbent solution containing a hardly soluble ultraviolet absorbent) is dispersed as a fine emulsion in an aqueous phase.
