SOLUTION: A circuit forming surface (103) of a core layer (102) having a circuit forming surface (103) on one side or both sides is formed of a resin composition containing a thermosetting resin (201) under heat and pressure. A laminate process for laminating the build-up material (200) to obtain a laminate and a smoothing process for smoothing the surface of the laminated build-up material (200) are continuously performed, and then the laminate is heated. Then, a curing step for further proceeding curing of the thermosetting resin (201) is performed. Here, the complex dynamics at a measurement range of 50 to 200 ° C., a temperature increase rate of 3 ° C./min, and a frequency of 62.83 rad / sec by a dynamic viscoelasticity test of the build-up material (200) at the stage of completing the laminating process.
