abstract An object of the present invention is to provide a safe HB-EGF production promoter, epidermis which has no safety problems such as appearance of side effects such as skin irritation due to continuous use, and has excellent effects equivalent to or better than retinoic acid. It is to provide an external preparation composition containing a turnover promoter, a melanin excretion promoter, a whitening agent, and any one or more of these agents. [Means for solving the problem] By containing an extract of cat's claw (Rubiaceae Uncaria) bark having an effect of promoting HB-EGF production and an effect of promoting proliferation of epidermal keratinocytes as an active ingredient, it is caused by exposure to spots, buckwheat, dullness or ultraviolet rays. It is possible to effectively suppress and improve skin pigmentation such as skin darkening, and further, dullness and skin caused by aging due to decreased cell proliferation function of keratinocytes and slow turnover at the epidermis site It exhibits an anti-aging effect and a skin-beautifying effect that prevent the aging state, and has an effect of keeping the skin healthy.
