The present invention provides a powder type cement mineral quick-setting agent which is added to cement for shotcrete work to improve adhesion and accelerate strength development by rapid hardening and a method for producing the same. A water cooling process in which quick mineral lime, bauxite, and alumina by-products are mixed and melted in a melting furnace, and then injected into a rotary cooler together with compressed air and water to rapidly cool the cement mineral rapid setting agent. After being dried, the mixture is composed of a calcium aluminate powder produced by performing a pulverization step, sodium carbonate, anhydrous gypsum, slaked lime, and sodium aluminate.
