A charge-stabilized oxygen-containing nanoparticle that has an average diameter of less than about 100 nanometers and is stably configured in an ionic aqueous fluid in an amount sufficient to treat an MMP9-mediated condition or disease. Provided is a method for treating an MMP9-mediated condition or disease comprising administration of an electrokinetically modified aqueous fluid comprising an ionic aqueous solution of structure. The charge-stabilized oxygen-containing nanostructure is preferably stably configured in the fluid in an amount sufficient to provide modulation of cell membrane potential and / or conductivity. |
