A photoelectrode structure and a manufacturing method thereof are provided. Disposing a light scattering layer containing nanowires on a photonegative electrode substrate; and applying an inorganic binder solution to the light scattering layer to fix the light scattering layer on the photonegative electrode substrate. It is a manufacturing method of the photoelectrode structure containing.
