An electrolyte membrane 10 of the present invention is an electrolyte membrane containing a solid polymer compound having an imidazole group, wherein a first layer 1 contains a solid acid and a binder, and a second layer 2 contains an imidazole group. The first layer 1 is disposed on both main surfaces of the second layer 2. The electrolyte membrane 10 is formed by using a second layer-forming resin composition containing a solid polymer compound having an imidazole group, and impregnating the obtained resin membrane with a liquid electrolyte to form the second layer 2. After forming the first layer, the first layer is obtained by forming the first layer on both main surfaces of the second layer obtained by using the first layer-forming electrolyte composition containing a solid acid and a binder.
