abstract | Disclosed is a porous electrode base material that is less likely to break carbon short fibers and has excellent conductivity, and a method for producing the same. A process for producing a precursor sheet in which short carbon fibers (A) and at least one of carbon fiber precursor short fibers (b1) and fibrillar carbon precursor fibers (b2) are dispersed in a plane ( 1), the step (2) of adjusting the moisture content of the precursor sheet to 30% or more and 300% or less, and a continuous heating roll press apparatus having one or more pairs of rolls, the precursor sheet is heated.
