abstract An object of the present invention is to reduce the film thickness ratio between the rolling surface of a base material with the largest film thickness and the thinnest corner portion during the manufacturing process on the surface of an alloy or the like containing Cr used for SOFC, To provide a technique capable of forming a uniform protective film. A protective film forming method for forming a protective film on a surface of a base material containing Cr used in a cell C for SOFC, wherein the metal oxide fine particles and the resin composition are formed on the surface of the base material. Using a mixed solution, a film forming step is performed to form a film made of metal oxide fine particles and a resin, and the base material formed on the surface is coated with a resin higher than the upper limit temperature at which the resin softens and fluidizes. A firing process is performed in which the film is fired by being placed in a furnace maintained at a resin burning temperature that can be removed by combustion, and a protective film made of a metal oxide is formed by sintering the film obtained in the firing process.
